The structural or systemic reason behind the observation. The pattern that makes this more than a single case.

Terminals · baggage systems · gates · processing zones · access infrastructure. Well funded and highly visible. Insufficient on its own.

Automation · biometrics · AI tools · digital identity · shared data platforms. Active investment priority. Only as strong as the layer beneath it.

Trust frameworks · decision rights · accountability assignment · conflict resolution · incentive alignment. The layer that determines whether the first two deliver their intended value.

The Mandate Gap
Coordination accountability assigned on paper but without operational legitimacy. Governance structures dissolve when institutional priorities collide under real pressure.
Signal: authority untested against real conflict

The Standing Gap
The coordination function lacks organisational weight to require resolution. Can request and recommend. Cannot compel when institutional priorities genuinely conflict.
Signal: conflicts absorbed rather than resolved

The Succession Gap
Accumulated institutional judgment lives in people, not systems. When those people move, the coordination logic doesn't transfer. The next team starts close to zero.
